Issues on forest use already occurred since the Dutch colonial era and Japan which at that time both countries require the use of natural resources (read: forestry) for the interests of both countries when appropriate utilization of natural resources should be made for the benefit of the Indonesian nation. At that time, management of natural resources which are required by Dutch and Japanese colonial to the Indonesian nation alone - the eye for both the colonial interests in their efforts to fund the war and increase revenues and Dutch and Japanese.

Post-independence Indonesia, natural resource management is still oriented to the fulfillment of the country where the timber revenue - timber cut for export to foreign countries. Unfortunately, what then happens is a widespread practice of illegal logging is happening with the perpetrators of the timber brokers and companies - companies that misuse of forest concessions for their own interests. Local communities around the forest made object, was hired to cut down forests and menyetornya to companies - companies and timber brokers without obtaining their rights to use forests. This paper authors made an attempt to illustrate that in a region in Southeast Sulawesi, some non-governmental organizations to move together to introduce a concept-based forest management system of democracy in order to make society as a subject in forest management and forest management results in it be used for public both economically and socially.
